Overview:

The Wheatstone LNG (WSLNG) Project is a 2 Train Liquefied Natural Gas Facility that will be constructed near Onslow, in Western Australia.

The project is employing a modular approach to its execution, which includes the assembly of large, complex and heavy Process Modules, as well as simple and relatively light Yard Rack Modules. Some of the modules will be assembled on Batam Island, Indonesia. Batam Island is located one (1) hour (by ferry) south of Singapore. Applicants for this construction position shall have heavy industrial (CM) module construction experience commensurate with the type of work to be undertaken and the requirements identified below.

A successful candidate will be assigned to the project team as a representative of the Construction functional group. This individual will ensure that construction requirements are made known to the project team in a timely manner and will obtain construction responses to the needs of other members of the project team.

The employee must be able to perform duties under minimal direction by management and develop and apply construction procedures, which may be unique and innovative in nature, to resolve complex and difficult problems which may arise.

This individual will support the execution planning for the module packages. Responsibilities will include evaluating and oversight of the module subcontractor’s scope of work and associated lower tier subcontracts, input to and support of the project schedule development, prepare reports and forecasts for as required. Employee must also provide problem resolution leadership to module team.

Duties and Responsibilities:

The Area Field Engineer is responsible for the module assembly operations. This includes, but is not limited to, the following:

- Foster and promote safety as a core value in all works which includes participating, holding and attending daily and weekly safety meetings. Ensure safety toolbox is incorporated into daily pre starts. Attend safety walks with HSE leads and Area Superintendents.
- Overviews the entire project (within disciplines) from an engineering view point while maintaining an open approach to all problems.
- Responsible for the implementation of corporate/project policies, procedures and instructions within assigned operations.
- In early construction phase of project, input of construction consideration into module yard set up and overall construction phase, follow-up with all technical aspects of job and make sure all drawing and specifications are available.
- Co-ordinate with office project team regarding field need dates for permanent plan engineering deliverables, materials, and equipment and to participate in the development of the project schedule accordingly.
- Communicate directly with the sub-contractors and office project team members regarding significant problem areas, solutions, etc.
- Plan jobs as per construction schedules, constructability review, and execution plan.
- Review and plan the project with the Construction management Module team to ensure technical aspects of job are clear and to become familiar with contractual terms and conditions of client requirements.
- Support the creation of work environment that fosters trust, communication, teamwork and satisfaction.
- Liaise with Construction Superintendent’s to ensure all technical supports are provided and all technical queries have been attended.
- Liaise with client’s organization for request for information.
- Provide initial technical reviews of drawings, product data, material, purchase orders, subcontractor inspection reports, deliver schedules, instruction manuals, and shop drawings to ensure compliance with the requirements of the Contract and Project Specifications.
- Work with Subcontractor to review construction method statements for all module installations, vessel installation, Mechanical Equipment installation, Piping & Structural installation.
- Work with Subcontractor to ensure work packages are completed from construction phase through turnover package.
- Review field take offs from IFC drawings and implement quantity tracking and monitor field quantity installed.
- Drive Smart Plant project models to show Superintendent’s the scope of each jobs.
- Review LAV Procurement tool and organize all material available onsite for installation as per schedule.
- Assist in checking invoices of sub contractors or vendors for project related items or materials.
- Make sure all as-built are on-going side by side with the construction completion and sent to DCC.
- Attend meetings and interface with client on all disciplines of the work.
- Co-ordinate with Dimensional Control team.
- Co-ordinate with the Subcontractor Quality team for all Inspection and Test Plans and associated Project Specific quality inspection, documentation and Procedures, establish hold point, witness inspections.
- Monitor & Maintain project Welding Control Program to Bechtel standards.
- Ensure all lifting plans are received in a timely manner for review by Bechtel Certified rigging engineer.
- Ensure correct implementation of the project Preservation/Storage Maintenance Plan and upload EQMS.
- Provides technical direction to supervisors and subcontractor related to all site issues and queries.
- Ensures that the quality requirements of the project are adhered to and that company procedures and Standard Work Process Procedures (SWPP’s) are followed and inspection data sheets are properly filled out by Subcontractor personnel and submitted to Document Control for Turnover Packages
- Assist Subcontractor Quality Control team with the testing, drying, punch list, turnover package documentation to complete the system and Module close-out checklist prior to release for shipment to site.
- Perform personnel evaluations on subordinate personnel, assist in project team building.
- Ensure that all Bechtel, State and Federal safety codes, requirements, and standards are being complied within assigned area of responsibility.

Basic Qualifications

- At least 10 years of experience in heavy industrial construction
- Minimum of 5 years field non-manual supervision knowledge of supervisory functions relating to field activities
- Knowledge of initial site mobilization activities
- Knowledge of planning and scheduling development
- Experience in Major project execution and fabrication, spools fabrication, steel fabrication, Mechanical equipment’s.

Work includes field inspections and the physical ability to conduct field inspections which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.)
